Luis Delgado, CCM, President and National Group Lead for STV's Program and Construction Management (PM/CM) Practice, recently became the new Chair of the Board of Directors of the Construction Management Association of America (CMAA) at CMAA2024, the association’s national conference in San Francisco.
Luis leads STV’s national program management/construction management (PM/CM) business, leveraging his nearly 30 years of experience in project delivery, business leadership, and managing major capital programs and projects. He is responsible for overseeing STV’s PM/CM business development, growth, operations, client service, and project delivery, in addition to driving talent development and team culture for the practice.
Prior to joining STV, Luis served as U.S. west region director of growth for a multinational engineering firm, where he oversaw more than $7.5 billion in projects across 32 states. In that capacity, he led the business line strategy for growth, sales, staff development, and client engagement, improving capture rates in key markets and developing plans for new frontiers.
Luis is a member of the CMAA North Texas Chapter. He has served as a CMAA Chapter leader, national committee member and chair, PCM instructor, and Board member. After serving as Chair-Elect for 2024, Luis has now become the CMAA Board of Directors Chair.
"For over 25 years, CMAA has been an integral part of my professional life - a journey that has shaped me, both personally and professionally," Luis said. "CMAA has never been just a professional network to me; it has been a community - a place where I’ve forged lifelong friendships, grown and developed as a leader, and found opportunities to engage in meaningful conversations that shape our industry’s future."
Starting his career in Mexico, Luis faced firsthand the challenges of delivering capital projects without universally accepted industry standards, tools, or training. That experience ignited his passion for finding solutions, which ultimately led him to CMAA when he began working in the United States 25 years ago. Now, he leads as Chair as CMAA officially launches its International Engagement Committee to look at ways of building stronger connections with PM/CM professionals in different parts of the world.
In his acceptance speech at CMAA2024 on October 28 in San Francisco, Luis put forth two challenges. “First, get involved and make your voice heard. Together, we have the power to shape the future of our profession, to elevate PM/CM standards, and to seize the incredible opportunities ahead. I am confident that by working together, we will not only meet every challenge but exceed every expectation,” he explained. “Second, support the CMAA Foundation and help us develop the future PM/CM professionals.”
In that speech, he also laid out his vision and the focus for his year as Chair. It is to harness the power of technological advancements - whether it’s cutting-edge tools, platforms, or innovative approaches - to revolutionize the way professional program and construction management services are delivered.
“I don’t have to tell you our field is evolving at a breathtaking pace, with technology leading the charge,” he said. “Together, we will continue exploring new avenues that drive our profession forward, ensuring that CMAA remains at the forefront of industry and technological developments.”
