Surf City Bridge Replacement: Delivering an Accelerated Project Track: Project Management & Delivery
The Surf City Bridge Replacement, highlighted by a 3,773-foot long fixed-span bridge that provides a 65-foot clearance above the Atlantic Intracoastal Waterway in North Carolina, was set-up for success thanks to the early involvement of construction managers (CMs) who provided critical coordination. To accelerate project delivery, CMs reviewed environmental requirements and utility relocation timeframes during the design process. Some items were not completely resolved before construction with right-of-way, easements, and plan coordination, and this required the CMs to take on responsibilities that moved the project forward, resulting in the structure opening to traffic 10 months early. Participants will learn how involvement of the construction management team during the project development phase fosters communication with owners, agencies, contractors, and communities, and is critical to successful delivery. Ben Meyer, PE, Project Engineer, RK&K CMAR: Design-Build (With a Twist) Track: Project Management & Delivery
When the design, trades, and other contracts (the "twist") are held by the construction manager, they fall under the CM at-risk (CMAR) designation. This session will prove this is a delivery method that, if managed correctly, could see substantial project cost savings and schedule shortening. A key driver is the identification of unique aspects of the project and the partnering with experts in delivery and mitigation. As helpful as CMAR can be, attendees will see its implementation often presents a number of challenges as it is a significant departure from traditional Design-Bid-Build. Attendees will leave understanding the financial benefits of CMAR, the procurement methodology, the importance of expertise and thought leadership, and be mindful of the legislative approvals needed for CMAR. Getting What You Paid For: Instituting Quality Delivery Processes Track: Project Management & Delivery
This session will describe the unique challenges, issues and quality assurance processes instituted for a major pump station and reservoir project for Dallas Water Utilities. As construction designs become larger and more complex, and with increasingly smaller budgets, owners are relying on the expertise of construction managers to find design discrepancies, identify scope creep, reduce risks, and institute quality assurance processes. Construction companies are often tasked with delivering highly complex projects with limited resources, inexperienced personnel, and sub-par subcontractors. In many cases, a formidable quality control program has not been developed or executed properly. This session will provide a look at the big picture and lessons learned so attendees will be able to institute quality delivery processes, including oversight, execution, and implementation of a three-phased quality approach in the project delivery process to insure owners are getting what they paid for. Bringing Project Management Guides into the 21st Century Track: Project Management & Delivery
Many owners use project management guides to communicate their expectations for how projects should be delivered. Often these are paper manuals that gather dust on shelves. Last year Massport embarked on an initiative to move its paper manuals into the 21st century by reorganizing and updating the information into a web-based platform accessible by the entire project team. This session will lay out Massport's "conditions of satisfaction" for its updated Project Delivery Guide (PDG), the collaborative process used to develop the guide, challenges encountered, and a live demonstration of the platform. The program will also highlight other benefits of a web-based PDG, including communication of owner expectations and standards to teams, user-friendly interfaces, incorporation of best management practices, encouragement of project team collaboration, and promotion of continuous improvement.
