RFQ#23-Agency Construction Management Services Re: Wet Weather Expansion and Tunnel
The Metropolitan District Commission is seeking firms through a quality based selection process for agency construction management services related to the wet weather expansion project at the Hartford wastewater treatment plant (80 MGD dry weather, 200 MGD wet weather)with an option of expanding the agency CM services to the South Hartford Conveyance and Storage Tunnel project (SHCST). The SHCST project is proposed as a 13,500 foot deep rock tunnel, 21 foot diameter extending approximately 13,500 feet with a tunnel pump station, drop shafts and connecting conduits for combined sewage and sanitary sewage flows. Design of the wet weather project has begun with a finish date of November 2012. Construction will be phased with 5 contracts beginning in early 2013 and ending in 2017. Design of the SHCST project will begin in February 2012 with a design duration of 24 months. Phasing of construction contracts is likely with construction starting with the first phase in 2014 and ending in 2018. Construction costs are estimated at greater than $250 million for each of the two projects.
