Request for Qualifications - Construction Program Management Services
Fulton County Schools (FCS) is soliciting construction program management services for its capital improvement program. FCS is seeking a Program Manager (PM) to act on its behalf for delivery of a capital improvement program composed of multiple-site remodeling, renovations, additions and new construction projects.
As the fourth largest school system in Georgia, FCS has more than 12,000 full-time employees, including more than 6,800 teachers and other certified personnel, who work in 100 schools and 14 administrative and support buildings. During the 2011-12 school year, approximately 93,000 students will attend classes in 58 elementary schools, 19 middle schools, 16 high schools (includes two open campus high schools) and 7 charter organizations.
Since 1997, FCS has utilized SPLOST (Special Purpose Local Option Sales Tax) funds as the primary funding source for its capital improvement programs. On November 8, 2011, Fulton County voters approved the school system’s fourth SPLOST program. Using the approve SPLOST funds, in conjunction with the State of Georgia’s Capital Outlay program, it is anticipated that approximately $517 million will be available to fund FCS’s 2012-2017 capital improvement program.
A PM has been used since 2004 by FCS to manage the school system’s capital improvement programs. The present program management service agreement will expire in 2012. The new PM service agreement will be for a one-year period subject to renewal on a year-to-year basis. It is anticipated by FCS that the program will have a total duration of 66 months from the date of the Notice to Proceed. FCS will hold all design and construction contracts.
The PM will be an integral member of the capital improvement team, therefore all full time staff members of the PM will be located at the offices of Facilities Services Department located at The Meadows Operations Center, College Park, Georgia.
