The summaries of construction management-related laws and regulations have been reprinted with the permission of Aspen Publishers, from Stephen G. Walker, Richard A. Holderness, Stephen D. Butler, editors; “State-By-State Guide to Architect, Engineer, and Contractor Licensing;” Construction Management sections from Chapters 3-53; Volume 1 & 2 (1999) and Cumulative Supplements (2005 & 2006). The directory information was compiled from numerous sources including state websites, the Construction Management Association of America’s “State By State Review of Licensing Requirements Affecting Construction Managers” (1999), and the National Association of State Contractors Licensing Agencies’ “Contractors State Licensing Information Directory” (2005). Construction managers may be regulated by one or more of these entities in each state or may not be specifically regulated at all. Currently, Idaho is the only state that has a specific license for Agency Construction Managers. Although architects and engineers are regulated in each state, there is little consistency in the manner that construction contractors are regulated. What regulations or licenses apply to contractors often depends on the type of contractor and/or what type of work is being done (e.g. public, private, highway, HVAC, electrical, plumbing, refrigeration, etc.).
