Mark A. Sgarlata is a Partner at Watt, Tieder, Hoffar & Fitzgerald, L.L.P. in McLean, Virginia. His experience includes contract drafting and negotiations, claim advice, dispute resolution and litigation on a wide range of heavy industrial and commercial construction projects. He counsels and advises construction and supply contractors, owners and sureties with respect to bid protests, contract administration, claim preparation, dispute resolution and litigation on federal, state, municipal and private contracts. Kathleen Olden Barnes is a partner at Watt, Tieder, Hoffar & Fitzgerald, L.L.P. in McLean, Virginia. Ms. Barnes has focused her practice on counseling and dispute resolution on behalf of contractors, sureties, design engineers and owners in the planning, design and construction of projects in the United States and overseas, including power plants, commercial developments, airports, bridges, highways and tunnels. Ms. Barnes received a Batchelor’s degree in Economics from Georgetown University and her Juris Doctor from the University of Texas at Austin School of Law. Christopher J. Brasco is a Partner at Watt, Tieder, Hoffar & Fitzgerald, L.L.P. in McLean, Virginia. His experience includes all facets of the construction process from contract formation through administration and the dispute process. Chris’ legal credentials are complemented by hands-on experience, which includes the jobsite administration of a U.S. Corps of Engineers housing project in Germany that was rescued from imminent default and successfully managed through final completion and large claim recovery. He has a family history in the construction industry that provides him with a unique perspective and the ability to handle large complex issues both at the jobsite and in the courtroom. Christopher Anzidei is an Associate at Watt, Tieder, Hoffar & Fitzgerald, L.L.P. in McLean, Virginia. He is an experienced litigator whose practice areas include suretyship, construction, government contracts, and commercial contract law. Chris received his J.D. from Georgetown University Law Center, where he currently teaches as an Adjunct Professor. He also clerked for the Honorable Robert J. Blake V. Peck, PE, CCM, FCMAA is Executive Vice President of McDonough Bolyard Peck, Inc. in Fairfax, Virginia with 28 years varied construction experience. Mr. Peck served as President of the Construction Management Association of America (CMAA) from 2001 to 2002. Articles authored by Mr. Peck have appeared in a variety of trade publications. Mr. Peck holds a M.S., Civil Engineering, Construction Management from the Georgia Institute of Technology and B.S., Civil Engineering, from the U.S. Military Academy, West Point.
