Creating a Culture of Quality on CM Contracts

Summary: By creating a culture of quality on CM contracts, construction managers can ensure best practices are followed the first time, with repeatable, measurable results. Key elements to a robust quality assurance/quality control program include taking a quality manual to a successful living quality management system with feedback and continual process improvement, tailoring your quality program to the client’s needs and organization, and utilizing the quality program to help a CM program be sustainable. The business impacts of a quality program are reducing the cost of doing business, ensuring consistent performance, and creating repeat satisfied clients.

Partnering for Project Controls Excellence [Temporarily Unavailable]

Summary: In 2014, Genetech, a leading biotech firm, initiated a project control partnership program. The program is designed to allow Genetech to build a more effective relationship with designated project controls firms providing services for large capital projects in the Continental US, with the specific goals to increase the quality of service and foster continuous improvement.

Genetech initially selected five project controls firms for the program, through a competitive procurement process, in order to develop them into partners who deliver services which meet their expectations while providing innovation and added value. Subsequently, two task orders were solicited as RFPs to partner firms only (a third, previously existing task order was also added to the partnership for management purposes).  The second of these task orders, which was to provide focused project control support to a large infrastructure renovation effort at Genetech's headquarters campus, was awarded to Hill International in early 2015.

In this presentation, the partnership leads for both Genetech and Hill will discuss the project control partnership in general as well as the Hill task order, focusing on lessons learned that can be leveraged by other construction Owners attempting to establish a similar type of program with construction management service providers.

This presentation will examine the systems and technology deployed to support the project quality process including: on- and off-site quality verification; electronic inspection and testing records; requirements verification; non-conformance management, and acceptance records. The benefits and implications of electronic systems for these activities will be reviewed including their integration with the established state construction oversight organization and practices.
